Guys I got a theory. I don't know if this is obvious or has been brought up before but...

I don't think the Black Organization gives a rat's butt about Shiho.

I mean why would the Boss care so much enough to send not only Gin, Vermouth, and Bourbon to dispose of her?

I don't think that person cares about her...I think he really cares about whose protecting to her.(Conan/Shinichi)

Well the thing is that Gin, Vermouth, and Bourbon where never deployed to go specifically after Shiho. Vermouth took interest in Shiho after hearing about the incident on the roof from Gin, I don't believe she was ordered by the boss to carry out that mission and did it on her own(she even got Calvados to help off the record), which is why the boss pulled on the leash at the end.  Gin just wants to see Shiho dead for his own reasons(everyone has speculated about this) and has no set mission to kill her while Bourbon is a mystery. All we know about him is that he was deployed to gather information but I don't think it means information directly about Shiho.

Would be interessting if Bourbon got the order to bring Sherry back alive cause that person still thinks she can be of use for the organisation. If i remember right, Shiho assumed that she will be killed but in truth it was not clear yet what to do with her.
So after she ran away she was declared an outlaw, but only cause that person cannot lose face in front of his underlings. Of cource that´s wild speculations on my side.

anyway,i think Bourbon is more focused on Akai than Sherry,contrary to what Jodie said I still hope Gosho will make a Shiho-FBI-Bourbon case to clear up things....

I'd say the main worry would be Sherry, who appears to have ranked fairly high, telling the cops/media all about the Organization and/or her research. Also, I suspect that Gin and Vermouth have personal beefs with her.

As for Bourbon... I have a marginally crazy theory that he had a thing for Akemi, hence his issues with Gin and his having disappeared somewhere- possibly to cool off so that he doesn't flip like Sherry did? In any case, if my theory's correct than he's interested in Sherry for the same reason Akai is.

He's an Affectionless Psychopath, I don't think he has the capacity for normal love. However, he did seem to find her fleeing a very personal betrayal- it's not normal love, but he does have a deeper interest in her than any other person. It's the kind of interest that is very easy to twist into hate, though, which has clearly happened.
