I do think, that Haibara getting clothes for herself is a tough thing. Unless of course she ran into someone's room and took clothes from there, but that's an extremely lucky thing. But not impossible.
However, it seems like Conan, Okiya and Yukiko anticipated that the BO will be on the train, therefor they got a good plan for themselves. They too know exactly how Haibara will react and what she will actually do on the train, if the BO suddenly shows up.
They can doa few things:
a. what Vermouth told Yukiko about their plan, that Yukiko would dress up and fake-die as Shiho
b. using Shiho they lure out Bourbon, then proove that Shiho is not Shiho and catch Bourbon, saying this was a trap layed by... um... the FBI or whatever
Yukiko is making sure that Vermouth is not at the scene. The main reason would be that it is difficult to fight two BO members at the same time, or it could be that Vermouth could actually see through their plan, like she would know that Shiho is not the real Shiho.
Of course, this is only a wacky theory, so it can be dead wrong, but since Gosho really likes to use scenes and tricks twice, it wouldn't be that impossible that he came up with this.
