Spy depends on which version it uses again. If it is the old version that gives a random list of townies, you wouldn't need a target. If it is teh new version where you choose the targets, you need one.

Though, we might reconsider the idea of giving the BO an "reserve APTX", which they can use only if they have used up their other 3. That way the loss of an APTX is a little bit less harsh. (The BO usually has lost once they are out of APTX and didn't win at that point).
