You can't expect someone to be active in every thread. I know a lot of us here who creates a topic, not for themselves, but because someone requested it-- and many of us here, after posting a few, leaves the thread of his creation, never to come back again.

No, you still have 560 posts more than him, even without Off-Topic posts. Don't forget that not all Off-Topic posts are included in your post count. That's basically because you also have a lot of posts in areas like Anime & Manga, Fanworks or Kaitou Kid. As these are about 1500 posts, they can make up for the 500 posts L- is ahead in General Discussion, especially cause his posts in areas other than Off-Topic and General Discussion are only about 400.

If you, for example, include all Off-Topic posts, conia has the most posts, with anyone else lagging far behind - unless they concentrate on Off-Topic posts as well. For example, if we include Off-Topic posts, I have much more posts than L-. Or Jd-.
