Shouldn't it just be FBI that get the hints?  That would be a lot more difficult to manage, but it makes more sense (to me, at least) canonically.  She has nothing to do with the police, and the only detective she's had any contact with is Conan.

There is the matter of Eisuke, though...

Well, sometimes the FBI might not be in the game.
Therefore her role will be useless.

Also, Heiji knows about the BO/FBI/CIA too I think.

But if you guys want to keep it more: related to the story.

The person that receives the hint has to be Shinichi, Conan, Heiji, Eisuke or FBI.

Scent: Yes/No (Not sure about her scent, what do you guys think?)
Disguise: No
Items: Gun, Car-keys, Headgear, Alcohol, Panties

* Meeting
- Learns what BO roles are in the game.
- Does not know Vermouth's disguise.
(I was also thinking, maybe she shouldn't know if Anokata is in the game... Since she's not that high in ranking?)

* Betrayal
- Every night, she chooses up to # of people (not roles) and one of those players will receive a hint that (BO member) is in the game OR (BO member) is not in the game.
- The person must be a detective, police or FBI to get the hint.
- If detective, police or FBI is not chosen, nobody receives the hint.

Haibara has the ability to follow people and receive a scent.
People with scent: BO members, Akai and Okiya. So she can narrow down who is BO.

But risking revealing Akai/Okiya's role to the BO too.


Also, I think Vermouth disguised would get the hint too.
