Let's assume that Okiya is Akai and the resolution of this current arc has Ai almost dying at the hands of Bourbon inside Agasa's house but luckily Akai was there to save her. Now Akai wishing to fulfill his promise to his lover offers Ai a brief stay with him in the USA, until the FBI can estimate how much information Bourbon leaked to headquarters. Knowing that it was Akemi's final wish that she would be protected by Akai, would Shiho accept Akai's offer to leave Japan with him for a while?

Ai won't go anywhere, she turned down jodie offer to be safe.

And Gosho won't "remove" a character who is important to the BO case.
Also if Ai is gone, even for a while, then DC would be even more boring than now.

Jodie offering Ai the protection isn't the same as Akai offering it, so you can't just base it off that. Besides, she did consider it and only came to a firm conclusion at the end of the file, whether or not to accept Jodie's offer.

It's still the same offer. Doesn't matter who said it.
It might mean more if Ai has feelings for akai. I would like to see conan reaction when akai tells him that he made the offer to Ai.
But I don't think we will see that, akai is to focused on the BO, than protecting someone.

It's not the same offer. Jodie offered Ai the witness protection program, that means a brand new life with all prior contacts cut and abolished. Even Jodie would have no idea where she would go(unless she is privy to such information but as a field agent, I doubt it).

Akai offering Ai a life in the USA would be completely different as it would be Akai's version of the witness protection program(think old style anime where Big Brother protects little sister while always on the move  ). So if Akai offered it to her it would be different as she would have someone to relate to and would be allowed contact with her old friends (The Dbs, Agasa, Conan, & etc). Plus there will be some family bonding due to Akemi. Detective Ai spin-off series.

But I don't think we will see that, akai is to focused on the BO, than protecting someone.

Yeah it is clear that Akemi would rather kill Gin than anything else but that does not mean it would be his ultimate choice. If he had the choice between taking down Gin(intel where Gin will be located before hand) or protecting Shiho(intel that the B.O. is adding more man power in finding Shiho and thanks to Bourbon, now have a radius for the search), it's hard to say.

I think he would honor Akemi's last wish(if that is indeed what Akemi wrote in that text) and stop/abandon his search for the B.O. to make sure the sister of the person he loved is safe.

Ai hasn't met Akai yet ...that's what i'm waiting for ...we still don't know what's his relation with her...
but i have to say i like TheBlind's idea..i'm sure that seeing those two cool characters interactions  would be great^^
