Bourbon was Akemi's boyfriend before Akai/Dai showed up in the BO. He hates Akai for stealing her away and blames her eventual death on him. He had plastic surgery to make him look like Akai due to his obsession, i.e. he either is trying to draw him out b/c he thinks Akai's not really dead or is obsessively insane or some mixture of both. Maybe he gave himself the scar when he looked in the mirror after his surgery and saw the face of the person he hated most...and he lost it and somehow hurt himself.
Alternative theory:
Bourbon was someone who was competing with Akai/Dai for position in the organization. He always lost to Akai, and became obsessed with beating him, and that's why he's obsessed with being "the only one who can kill him". Again, a combination of mad obsession and strategy led him to change his face to Akai's (similar to the guy who took Shinichi's face in the story with the shiragami?), and he couldn't stand his own face and scarred it.
Okay, really reaching here:
Maybe Gin already knew Bourbon had Akai's face, and the whole thing was a test for Kir and to draw out Akai. The "I'd rather not see him with such a face" was referring to Akai's face...
...maybe...possibly...okay, maybe not...

I was only explaining what that quote meant in the context of Okiya=Akai. I never said it proved or even suggested Okiya=Akai. The quote would work if Okiya was Bourbon too. Several people, including me, thought this was a possibility. I have since revised my opinion because of several things. The strongest indicator was that in the red shirt case, all the still-living B.O. members showed up at the same time scar Akai and Okiya were on the floor taken hostage. Regardless of which one of the two you think is BO, it means that there is another BO member running around who isn't one of the ones we know so far in disguise. The obvious candidate is that this person is Bourbon. Also, while far from definitive as it could have been staged, the conversation between Vodka and Gin in the car expounding on Bourbon's personality a bit helped convince me Bourbon was probably real. There is still no definitive proof that Bourbon is a real person and not a test to see if Kir has been leaking info, however there is someone suspicious (for me it's scar Akai) out there who matches what we know about Bourbon so far.sstimson wrote: Since no one has questioned even the existence of Bourbon, I will. Why Does One of them need to be BO? Why can they not both be not at all part of the BO, FBI or anything else? Why does scar-Akai have to be a threat to the BO? Why can he not be just a look alike? My little theory
During the Clash of Red and Black Arc, Akai, Conan and Kir devised a way to fake Shu's death. Afterwards, they decided that after the faking, Akai would disguise himself as another person and investigate the Organization. After faking his death, Vermouth secretly got him back into the Organization by requesting the boss face to face. ( Remember Jd's theory on Vermouth being a defected CIA agent). Akai, becoming a BO agent, decided to appear in the "department store case" to lure Bourbon out. (Akai and Bourbon know each other from way way back. Therefore, Akai forsaw that Bourbon would disguise himself as well and look for him.) Bourbon on the other hand, saw this coming. He never believed "Akai-dying" story from the start. Due to this, he forsaw Akai planning on disgusing himself after the incident. So he disguised himself as Okiya Subaru. Vermouth probably told him of Jodie crying over Akai near the hospital. So Bourbon probably presumed that this "fake killing' was devised by Kir, Akai and another person. He put all of the recent encounters and decided that there must be another person behind the curtain (Kir's tracer in 425 and The Clash of Red and Black). Because of this, Bourbon disguised himself as Okiya Subaru, posing as Akai Shuichi in disguise. After seeing a brilliant kid (Conan) and a girl who had a nearly identical face as Sherry. Bourbon decided to go deeper by taking the offer of living in Shinichi's house.

Add in the part of my theory that Bourbon/Okiya thought he already "re-killed" Akai (resulting in the burn on the cheek on real Akai and Bourbon/Okiya living at the address that Conan recognized) and you're almost not ready to go up against Chekhov
