I don't consider it below 11. It has some moments and all, but the two major issues, for me, are:

Yeah, all grades below 1 will now be raised to "1" for simplification purposes (including "1/2"). However, anyoneelse that rates anything with a "0" is just going to have their entries removed. All of the entries should be made as fans, in good faith, without any hint of trolling silliness.

For clarification, the first post has been updated to clarify some points and keep things consistent:
As for formatting, let's keep it simple and use the 5 star system, meaning ratings would come in the form of 1 star, 2 stars, 3 stars, 4 stars, and 5 stars, with 5 being great (maximum score) and 1 being poor (minimum score). You may also use ½ between those two points if necessary (✩½, ✩✩½, ✩✩✩½, ✩✩✩✩½). If you haven't seen the movie, don't hesitate to indicate that; there are a lot, so some people naturally haven't seen them all.

Also, I just saw Raven Chaser. Four and a half stars.

Reason why it was lowered: I really am upset that Sato isn't at all involved in the main plot in the actual series (a stupid reason, I realize, but the movie does give us a taste of her putting things together and I really enjoyed it). I'm somewhat sad there isn't more of the stuff like the interaction between Vermouth and Conan in the parking lot or Irish's initial reaction to dealing with Conan by sitting down and having a drink of wine. Something about it fascinated me and I would've liked to see more of it.

Quick Hype Announcement!

We're going to carry out a series of fun ratings-related pollings like this one, and it will all culminate in a special little Conan project created directly from everyone's involvement!

Because it can take some time to participate, we're giving a little extra incentive. Those that participate in each ratings topic will automatically be entered for a chance to be one of a select few early playtesters for the Detective Conan & Kindaichi Nintendo DS translation project that's currently underway here at DCTP. For maximum hype, each topic you participate in will earn you an extra chance to be one of those early few to get to try out the game.

I was looking over other people's ratings, and realized that they didn't mean much without explanations. So, with mine, I've included explanations that you can argue with me over.

1 The Time-Bombed Skyscraper: ✩✩✩✩½

This one was a lot of fun, and I loved the scene with Ran and Shinichi talking to eachother through the blocked door. Also, the culprit had an unusual motivation for a DC mystery - mental illness. There was the grudge against Shinichi, but it was ruled by irrational paranoia. Usually, the culprits are normal people who are really angry about something, or trying to avenge some wrong-doing that they don't trust the police to handle, or the police botch handling it in some way - vigilante justice and revenge. This was a nice break from that.
2 The Fourteenth Target: ✩✩

I saw the English dub of this first - bad idea. They really hyped that up. I did enjoy the name-puns when I got a chance to hear them. I was also troubled by one of Shinichi's random skills showing up - helicopter flying! Also, this movie did not make good use of Ran. I know that they're trying to make Conan the hero, but seriously, Ran's the brawn, Shinichi's the brain. If Conan was able to steadily handle a gun after passing out underwater, Ran would be able to fight off the badguy trying to hold her hostage.
3 The Last Wizard of the Century: ✩✩✩

This one was cute. I liked Shinichi and Heiji teaming up to go against Kaitou KID, which, IIRC, isn't something that's happened in the Manga. Also, the detective boys weren't as annoying in this one as I usually find them in the movies. The Scorpion angle was a lot of fun too, and it was nice to have a battle of wits be the climax instead of straight up action. It was disappointing that they cut away from the end of it to try to build suspense - which doesn't work because we know that the movies change nothing. Other than that, I like this one.
4 Captured in Her Eyes: ✩

I know that a lot of people like this one, but I don't. I just don't like it when Ran is dis-empowered. In this one, it was worse than normal because she's turned into a helpless child, and spends most of the movie that way. Why would amnesia (and this is fictional amnesia that doesn't involve any brain-damage... this trope bores me.) change Ran's personality so much? Also, did she get hit with a stupid bat after this, because there's no way she wouldn't realize that Conan is Shinichi after all of that. The interactions between Eri and Kogorou were nice though, and I liked that character development.
5 Countdown to Heaven: ✩✩✩✩½

I really liked this one. The action was fun, there was a lot of payoff for the subplots, the DB weren't terribly annoying; we got to see Gin be evil and hear his sexy deep evil voice. I really liked the character development centered on Haibara mourning her sister. It was really touching. The action got a little silly, but I was having enough fun to ignore all of the laws of physics being broken. If I have a complaint, it's that the double mystery muddled the story a little. It'd have been better if they focused more on Haibara's story, than the bomber plot.
6 The Phantom of Baker Street: ✩✩

This one is okay-ish. It's really dated. Nowadays, with what we know about computers, this story is so much more silly and unbelievable. It also had way too many subplots, and I found the DB annoying in this one. There was too much going on to really focus and enjoy any of them.
7 Crossroad in the Ancient Capital: ✩

I usually like Heiji-centered stories, but I found this one boring, because of the overused "childhood lover" plot. Also, the action was underwhelming. I liked that Kazuha got to see some action for once, but this movie was so forgettable that I had to read the summary in order to remember it, even though I'd seen the movie twice. I still don't recall much of the details in this one.
8 Magician of the Silver Sky: ✩✩✩

I liked the camaraderie between Conan and Kaitou KID. It's nice when Conan isn't hospitalizing KID or almost blowing KID up. The majority of the movie focused on the plane and not on the murder-mystery, making the mystery just a minor subplot. The action and the resolution to it was fun too, but there wasn't much in the way of emotional stakes to this story.
9 Strategy Above the Depths: ✩✩

I don't know why, I I don't really like any of the ship-movies. This is the best one though. The mystery was a little overly-complex, but I loved that Kogorou figured it out. It was nice that he got to do something productive after spending most of the movie beating Conan for interfering in the investigation. Again, I hate it when Ran is reduced to helplessness so she can be rescued. The Hide-and-Seek subplot had a good payout, but why'd they have to make her unconscious and unable to aid in her escape at all?
10 The Private Eyes' Requiem: ✩✩

This one felt like a long Anime Original episode. Nothing about it was exciting, and Kaitou KID bamfing in at the end to rescue them from the bomb was a little too implausible. It was good at first, with the suspense of the detectives themselves being in mortal danger, but the whole Kaitou KID thing just came out of nowhere. It just didn't have enough excitement at the end to really make it a fun movie. Also, the girls were woefully underused. They had Ran and Kazuha together, and no badassery from them? What a missed opportunity! Instead they just played around in a themepark, with no idea that they were in danger. BO-ring!
11 Jolly Roger in the Deep Azure: ✩

I watched this one twice, and barely can recall any details from it. What I do recall is boredom and bad animation. If all I can remember of it is being thoroughly underwhelmed, it gets the lowest rating. At least Captured in Her Eyes gave me something to rant about. This? I've got nothing.
12 Full Score of Fear: ✩✩✩✩

This one has probably the most unique setting out of all of them. The mystery focused around music and the nature of perfect pitch made it stimulating, and the singing was really pretty. This one was just a whole bunch of fun. If I have a complaint, it's that the main character started trusting Conan far too quickly, especially with him looking like a child. Also, another mystery solved with brains instead of brawn, and a singing action finale - it was just a whole lot of fun.
13 The Raven Chaser: ✩✩✩✩✩

I love this one. I love this one so much that I was hugely surprised that so many people loathed this one. I guess it's because the advertising was misleading for it, but I became a DC fan last summer, and missed out on all of the hype. The first time I watched it, I was just watching my way through all of the DC movies, and it blew me away. There were high stakes in this one, and for the first time, Shinichi was in serious danger. If it hadn't been for BO in-fighting, he would have been killed or experimented on until he died. Irish outsmarted and kidnapped Shinichi. Also, Ran dodged a bullet. THAT WAS SO FREAKIN' BADASS
14 The Lost Ship in the Sky: ✩✩✩½

This one was a lot of fun. KID flirting with Ran was funny in how much it made Shinichi freak out. It was kinda tragic in how much Ran resembles Aoko, so it made me think that maybe KID was pretending to himself that Ran was Aoko and working out some kind of fantasy with her. It struck me how incredibly isolated he's making himself in the pursuit of revenge. The rest was wacky fun, and Heiji's contribution was a lot of fun too.
15 Quarter of Silence: ✩✩½

This one had another unique setting that made it a lot of fun. But, the plot was a little messy. The well-animated action-scenes tried to make up for it, but the plot was just too convoluted. I did like that they had to rescue Conan from the avalanche debris. Again, there was real stakes. Conan's physical frailty was acknowledged for once, and his heroic actions to save the town almost took his life. The scene at the beginning however was just way too ridiculous. Conan seems to get mad sk8r skilz out of nowhere for these movies.
16 The Eleventh Striker: ✩✩✩✩

This one was fun and unique. Shinichi's love of soccer/foot ball took center stage, and made for a fun action movie. The plot of the mystery was straightforward without too much convolution. It was a pretty clean, efficient movie in that way. Not many of the other characters got to do anything, but in a way, that works to its benefit. Trying to cram that cast of thousands into a movie is really hard to pull off without making it needlessly complicated.
17 Private Eye in the Distant Sea: ✩✩
Spoiler:
There were good things about this movie. The animation was solid, the fight scenes cool, Yuuki's subplot was engaging. However, Ran was turned into a helpless chunk of sea-debris that had to be rescued again. *groan*
My DC Fanfic: Awaking and Arising - Shiromi writes her version of the end of the series. With 100% more lesbians and immortal zombie boys. And existential crises. Lots of them.
Kogorou - A character study that seeks to answer the question: Why is Kogorou the way he is?
A Kindred Spirit - Sonoko and Makoto realize that they have more in common than previously realized.
