I don't think we can count on Haibara's reaction to the BO anymore. The last time she face an ex-member of the BO, she didn't feel a thing. Also if we can relay on her BO senses, then the real test be meeting her meeting them face to face. We know how she feels for Okiya right now and if we believe what she does, then Okiya is Dai Moroboshi. In that case, Okiya is most likely NOT going to be Bourbon, who hates Dai Moroboshi, aka Akai.
Haibara has never had a false positive for her BO senses, so I think it's safe to assume if she gets the feeling, it's real; however she has had false negatives so just because she doesn't sense an Org member doesn't mean there are no BO lurking nearby.

Yet a question about that. While they were on the bus, Did Haibara sense "quiet down" after a while. After one or two Bo members (one former) were on the bus and yet it also seems with time during that case, Haibara started to act more normal though still trapped on that bus.

The reason I ask is the case where Okiya was introduced, her sense when off, but after a time she said they are gone ,yet the foreground people were still there. If the sense is short lived, then maybe after time it weakens for that BO member? if not, that can only mean a unknown Bo member stop to see what was going on and then left.

Well the standing theory for that instance is that since Akai used to work undercover in the BO he might have picked up the BO "aura" from working with them and that Haibara picked up on that momentarily. (Assuming Okiya is Akai of course) However I don't think I've ever heard of Haibara having a "partial positive" before.

However there's no positive proof it was actually Okiya she was "detecting", only Haibara's word on the matter. So your hypothesis that another BO member arrived and then quickly left is possible. Though I can't see why the BO would be watching that specific case unless either they suspected Okiya and were watching him, or one of the people involved in that case was affiliated with them.

Also it's interesting to note that on that bus case, Haibara only felt one BO presence. (Vermouth, though at the time sHaibara didn't know she was there in disguse as Dr. Araide and thought she was sensing Akai) So if it was Vermouth she felt then it means she didn't sense the BO "presence" from Akai. So why would she then sense it from Okiya who is believed to be Akai? The only conclusion is either Okiya isn't Akai but someone else who is dangerous enough to set off Haibara's "BO Alarm", or someone else from the BO was there at the time.

Something doesn't add up. Hopefully Gosho will have an explanation for us when he reveals Bourbon's identity.

Nah, the BO 'aura' as such, it seems that it's a mixture of being in the org and intent and as Haibara only seems to pick up on Okiya from time to time, it's generally when he's concentrating on something (the best example I can think of is Ikkaku Rock where just before Okiya started his speech to intimidate the culprit Haibara suddenly picked up on his 'BO presence' iirc). Also, Haibara has felt Akai's presence before (I can't remember where exactly, but I'll look for it later).
EDIT: It was at the end of the P and A case (first with James Black) when Haibara first sensed Akai. In fact, reading this might help :)

I have a new theory!

what do you think? :P

To my mind, I think Sera is Bourbon. During the case of the besieged Detective Agency, Sera is constantly trying to protect Ran (she always stands in front of Ran and pushes her into the background). Assuming that Vermouth made Bourbon promise not to hurt (and maybe to protect) Ran and Conan, I think it is a pretty good argument. Not to mention that Sera always overacts when she doesn't hear from Ran for days ; it is likely to be a part of her strategy to make sure that nothing will happen to Ran.

Moreover, Jodie said that Bourbon's target was likely to be Sherry, but I think, on the contrary, that Bourbon doesn't care about Sherry at all. He only cares about Akai. That's why Sera deleted the picture of Haibara from her computer. Besides, I think her words "Delete, for data at least, it is an easy task to accomplish" was a sarcastic comment about the fact that despite everything they did, the Organisation couldn't manage to kill Sherry (it would mean that Sera found out that Ai is actually Sherry).

Interesting theory. Vermouth is clearly protective of Ran, and with Conan and the Mouri Agency getting ever more entwined with the BO's plans, it wouldn't be beyond her to see to it that Ran's safe. Her motivations are hard to figure XD And it's both implied and easily believable that the BO have trained some of their members from childhood; Sera as a teen assassin could be possible.

[Frankly, your grammar and spelling are already better than some of the English speakers here, so I like you already ;D]

I was going to ask if you were Jason from Beika Street :x, and don't worry, your English is pretty good :D.
On your theory, I just kind of think you're trying to interpret too far to get it to match, like with Sera's comment being sarcastic, when Aoyama doesn't normally have characters talking like that (it would be quite hard to get the intent across unless it's really obvious I suppose). I can see where you're coming from, but I disagree because I prefer the more simple and (in my opinion at least) more likely option that fits the rest of the evidence, not just one or two occasions. :-\
