There are some ways to fake his death, the case was not as clear to say that was impossible for him to do it.

Just because he's not Akai or Bourbon doesn't mean he doesn't have a purpose.
I think Okiya is another CIA or FBI agent.

Chekhov explained this. She was so flustered with having seen "Akai" (Scar Akai) that she wasn't focused on Okiya's facial similarities.

That ally doesn't have to be a new character, or one that infiltrates the Org either. It was convenient how Akai could find out Ethan Hondou was CIA. He may have buddies in The Company.

the line is "if you waited enough then an ally will show up."
but it does not mean okiya is that ally.
remember kir first tried kogoro to be her ally but got taken by fbi before she had a chance.
if she knew who is that ally (since she won't trust okiya if she didn't knew about him beforehand) then she would not have tried kogoro.

if okiya contacted her and said he is a NOC then there is no way she woud trust him.

if she contacted okiya then she would have told FBI about it .
considering conan knows it and kir didn't tell conan about bourbon(jodie told conan) , it can be assumed that kir does not conan's number
making it  unlikely that FBI doesn't know about okiya while conan knows

well according to me that line is just to meant to make kir more hopefull and optimistic.

now i think of it FBI and conan did show up and they are her allies but she didn't knew about them.
so it is hard to explain her father's line if it does not meant to be optimistic

I figured it was to cheer her up too.  Of course if she waits long enough then someone else will come!  Sooner or later someone else will succeed in infiltrating and then she won't be alone anymore.  I think he was just trying to alleviate some of the loneliness she'll feel after he's gone and she's the only double agent there.
