hmmm... here's my deduction!

I'll say she is related to Eisuke! I've read the latest manga, she sound like him. Have you thought of possibility Eisuke comes to America with chances to get contact with FBI and CBI? What I think is she heard of Akai's death and somehow want to learn more as she believe the cover story is fake. If to find out truth, she can't stay in America, as there's restriction for investigation be allowed to police for better access. In first place she can't join to be police, she has to be detective if to know answer immediately and Japan is the good place for starters. I think the world is small, Eisuke have met Sera as their goal is almost the same, they all keen to join either FBI or CSI if investigating Black Organization or on big mission. They both can speak Japanese so somehow they keep in touch, it's likely Sera meet Eisuke, hearing from him about his visit to Kogoro as his cover story.

I don't think she buy Eisuke's story and suspicious of Conan as she hear from him Kogoro is sleeping to tell his deduction. His story become unbelievable and he didn't give Conan away, I guess it's how she was unenthusiastic to learn Conan is a bright and mature kid. She say in the manga, 'Shinichi has reason not to show up' when she talk to Ran, as if she already talk to Eisuke, i think she did hear from Eisuke about 'Shinichi has reason not to show up.' and she believe Eisuke changing subject by stating facts. (imagine this flashback added to manga)

Sera won't be surprised to hear the name Kudo Shinichi. I feel she was expecting Conan to contact 'Shinichi' and tell his deduction but instead Conan revealed himself as Shinichi through phone. It was on the day she was beside Ran and Conan in the bus, and Sera didn't explain herself properly and misunderstood as a pervert. If she is FBI, it's highly likely she don't want to be reveal as one, rather be misunderstood as pervert. She want to run away but she can't she was in the bus. She was actually following Conan and Ran, with possibility she already know Ran, Conan and Professor Agasa, I haven't see her in previous manga before her appearance, I feel she was researching on them.

I think she is Bourbon. Black Organization say Bourbon is quick and fast in investigation, and Sera is fast enough to be Bourbon. If Bourbon believe Akai is alive, and Conan has see Sera before, it's likely Sera is an imposter as she look like Akai.

If Sera is FBI, she come to Japan with purpose to find Akai as she likely to be related to Akai, and investigating Black Organization as a spy. Bourbon believe Akai is alive and bend to find him. Sera come to Japan to investigate as she want to find out the truth, I feel it is her act of grief, disbelieving Akai is dead.
Bourbon is good at investigating. Sera is also fast. I'll say, Sera's characteristics look similar to Bourbon's style.

This is what I think of Sera. :D

I still can't see her importance to the plot if she is Akai's sister.
Especially if she will play a reverse-role-Eisuke.
Maybe she's just like Heiji and Kaito KID, important but doesn't have anything to do with the plot.

If she is Akai's sister, her relevance in the plot doesn't necessarily need to be related to that fact. She could've come to Japan for some other reason and just gets involved with some aspect of the BO plot hopefully.

The only problem of her being Akai's sis is that she made a passing comment about how her mom has big breasts and that her's would also grow. Which means her mom is an important person(not b'cuz she has big breasts) as we all know in DC universe every information is vital.

I don't think it's a problem...maybe we'll see her mother in a futur case...

I just had a random thought about Sera (that is highly unlikly but meh). In volume 63, file 662, Satou-keiji mentions visiting a young girl recovering from an incident in which her parents were killed. This girl is Sera perhaps?

True, though she could be refering to an adoptive mother...and maybe she was in Japan at one point (idk). Either way it is highly unlikly.

This is not how it works. adult people who didn't finish high school don't go to an actual high school to study with high school kids. Just like that grownups who didn't even finish elementary school don't go to an actual elementary school to study with little kids.
And as well, I seriously doubt the FBI would actually take someone who didn't even finish their high school education. Besides, why go to Japan just for that when one could do the same in the USA?
In fact, if Sera is really from the FBI, this could actually cause a trouble. An american teacher turns out to be from the FBI, a classmate turns out to be from the FBI - I doubt the police would be stupid enough to not notice just what an odd coincidence this is.

Obviously this is your theory, but you would sound much more convincing if you weren't so subjective about it. Just because you think it is "easily excusable" doesn't mean other people would share the same opinion. You can give your reasoning, but in the way you're writing it, you're really not trying to convince anyone other than yourself.
With all of the reasons I have given you, I believe this isn't "easily excusable", but in fact it is hardly excusable since this theory can cause so many problems that would simply not exist if Sera wasn't from the FBI.

You're argument is very impressive, and yes you're right about this fact. Excuse my mistake.

Honestly, whether Sera is an FBI agent or not is not that important; her connection to Akai is what'll drive the plot forward. Assuming that she's Akai's sister and has come to Japan to investigate his death or search for his whereabouts, this will put pressure on Okiya (assuming that he is Akai in disguise) to come out of hiding and take action before Sera gets herself in trouble (her actions and her relation to Akai might be noticed by the Black Organization).

The greatest reasons why I think Sera's an FBI agent are her comments about having sharp ears "due to her line of work" and witnessing "innumerable" jumper suicide scenes and her detailed knowledge of Conan and Ran.

Could she be volunteer herself to be Mouri and Conan's bodyguard? She knows Akai's 'dead', but heard of Conan as he was seen in London and Japan and well known in Japanese newspaper. I think she's a stalker, she knows Conan and Ran's name well, wants to investigate and privately to have agenda protecting Conan and Mouri as they once nearly encounter with Black Organization who wants them dead for a moment.
