As for the image, I believe it's suppose to be a parody of the main girl of another series.

Ive seen haibara with long hair, its on one of the links earlier in the thread (the link has like "sakura" in it, but there are some mature stuff in that site, so be warned)

There's a picture with haibara having pigtails in an untranslated doujin, she looks very cute and pretty ^^

Well, i didn't mean anything that breaking any rules..

But, honestly, I've yet to see and read any rules that say  :
"No.1 Rule- Do not talk about Fan Works. No.2 Rule- Do NOT talk about Fan Works"

I looked everywhere, and the only rules regarding DCTP forum, was only :

HOW MUCH DOES IT TAKE TO GET BANNED?
— A lot. Honestly, to get banned from here, you'll have to have either caused a lot of problems in the past or really go out of your way to annoy others here. You will not get banned for honest mistakes or anything of the like, so just have a good time.

WHAT ABOUT DISCUSSING OLDER FANSUBS BY NON-DCTP GROUPS?
— Go for it. There are a few restrictions though, just to keep the place clean. Let's keep it to requesting older releases for outside groups. We're all for sharing outside releases and encourage it strongly. Some of the best releases were made by say, Anime-Conan, for example. We'll try to help you get any A-Conan release you need, of course. Again, don't worry if you aren't sure if you're breaking the rules in this regard. We're going to help you no matter what, so don't be afraid of getting banned over something like this.

WHY AREN'T THERE MORE BOARDS?
— The idea was to keep this succinct. So many other forums have several boards that never see a visitor simply because they just aren't used. Here, we wanted to group things together as tightly as possible to give you a more group-like community. If you have any boards you would like to suggest, by all means do so here on the Issues & Suggestions board. We're always open to hearing from members on how to improve the forums.

HOW CAN I GET HELP WITH THE FORUMS?
— Ask on the Issues & Suggestions board. The DCTP Staff Members are always willing to help you if they possibly can. If you need any sort of administrative-related help, PM Jd-.

WHERE CAN I FIND xx EPISODE/MOVIE/OVA?
— Look around. Your first stop should be this topic, from the Fansubs & Scanlations board.
