Why was there another girl who looked like Haibara in this ep? Wouldn't the British/Japanese girl who's hair color changed periodically and has a natural perm be less likely to look like someone then the Japanese girl with dark brown hair?

I mean why have there been two or three eps where an important plot point is that fact there is or was a girl who looks like Ai, opposed to Ayumi.
