Most of the 6-14 year olds that I know are FBI agents. Except for the one that's an international assassin.

These rules apply somewhat to 4chan and other similar sites, not that that much to the internet as a whole.

Well, except for the no girls rule. That one is definitely true!

I'd say pretty high.  He's already unofficially working with them...  and the age is right too.

1.  The FBI are already operating without authorization (meaning they could get in major trouble and be recalled to the US immediately) by being in Japan.  Conan/Shinichi pretty much only knows Japan.  Oh hey by the way!  He's a Japanese citizen.

2.  17/18 is precisely the wrong age for a recruit - the US intelligence organizations want people with some sort of experience in a professional field, not just someone who is smart.  (Although I would not doubt this may actually happen in the manga, since Aoyama would not know/care about such things.)

3.  The only way James would 'hire him to work for the FBI' is as an informant, which I doubt would be a fitting career for Shinichi.
