That plan would result in an epic fail.
At least one of the 20 players with get one BO and one Town.
They will know every BO member and every Town.
= Boring game.

20 Town + 5 BO + 5 Mafia does NOT equal 40. What's the 5 mafia about?

Also, we don't really have 40 players. We have 20 with 2 roles.
Most of them will probably have a both a BO/Town role. So some town can just post every BO member.
