Officer Nobuo *6ft brown hair and eyes* was doing his early morning patrol in the part when he saw somebody on the bench by the small mad made lake. Thinking it was a bum or drunk sleeping he walked up the the person to tell them to leave. Although when he got there he saw the shocked expression on the corps of Xpon(Takagi) who had his throat slit and bled out. He quickly called it in and started to examine the scene.
