Actually, you mustn't start it. Any player might reconsider their decision and change it. Therefore you'll have to wait until 0:00. If you had announced that this phase would end earlier, it would be something different. But someone might just wait until the very last minute to make a possible change, and if you start now, he'll be disadvantaged; he wasn't allowed something he is allowed by the rules.

also, Sakina, just as a suggestion if you haven't already (because you referenced a document with all your PMs in it), in your profile section you can set it to automatically give you a receipt of all messages you send, so then you don't need to keep track of em in a doc because they're just in your outbox.
