I highly agree on this statement. Oda really did good on foreshadowing a lot of events. Currently, the story is making a lot of sense. But in DC they also try to show, that they don't just want to find out the murderer, but that they also want this murderer to see his fault and to atone for it with the right punishment (jail). Thus they don't want the murderers to do suicide and running away from their responsibility.
Since little Kids are also watching DC, they get to know such values. They also see that the murderers will be caught int the end and that with every victim, there are also people that are mourning after them. (so little kids, don't go around and kill people :p)
