Hyōe seems way too patient to be Rum—he knows Bourbon's NPA, yet is just sitting on that info? The odds of him actually being Rum, and sitting on this info to spring a trap on Team Conan and the NOCs seem pretty low to me—not impossible, but pretty low (if this actually happens, I won't be floored in shock). As for Muga Vs. Rumi and Kanenori... Rumi has used her faux clumsiness to direct things, whereas Kanenori is taking the Bourbon approach. I don't recall the latter two bringing up time the way Muga has—so consistently over the course of just one file. They're certainly not as patient as Hyōe, but not to the point of bringing it up in conversation in a consistent manner.

Not completely related to anything, but I'm trying to locate an old post of mine (probably not too old. pretty sure it was written in the past 2 years), where I think I (jokingly) asked DCUniverseAficionado to let me know if years down the line younger/newer fans will show up who'll claim the Bourbon arc was good (and the stuff afterwards is bad). I just thought about that post cause I did notice a bunch of reddit posts in the past few months indeed claimed that the Bourbon arc was good and/or better than the current Rum arc, which I found kinda funny. (as to the reason that might be happening, I imagine it's cause said fans started reading the manga after the Bourbon stuff was over so they could just binge it through and skip over unimportant stuff so it went smoother for them without feeling the frustrations many have felt as they were following it as it was happening).
(As for my personal opinion on the matter, it's better to make that judgment after the Rum arc is over, but so far, personally, both of them feel equally bad for similar and also different reasons).

I do vaguely remember that—and I do agree that, with the benefit of the arc being complete, the tedium and impatience that are born from experiencing the arc while it was ongoing can be evaded, and, thus, the experience can be improved for those who find no value in what they deem "unimportant" content. As for me... whereas I didn't get to experience the Bourbon arc as it came out, I have gotten to experience the Rum arc as it's come out. Five years on, and, honestly, I'm still not frustrated or bored with the arc—I've yet to feel the disappointment burnout that seems to come for some either after the Vermouth arc or over the course of the Bourbon arc and the Rum arc. I'm still invested in the characters, I'm still eager for the new plot/story developments, I'm still looking forward to what's to come, and I do feel that—when we finally reach the climax—I'll come out satisfied.

After the new spoilers in Discord, it is evident that Iori is out of the race.
Mostly Iori's established age, identity makes him out of the list and he never had shown any issues in his either eyes. So all in all Iori=Rum is dead and will remain so for the day till apocalypse.
