I would say the evidence to her right eye working is this(below) in File 966, when she turned her head to look back at the covered skeleton from her right side. Just to elaborate your point a bit(a rejoinder), given Rumi is turning her head to focus on the corpse, while Kobayashi is just moving her pupil; this might be the evidence that Rumi despite having vision in her right eye has some problems with it. On a serious note Rumi is just a street brawler, compared to Iori or Kuroda her skills are weak. Iori's jumping knee strike or Kuroda's leg sweep shows the depth of their martial knowledge.
So a street brawler with one eye is really not disadvantaged that,(assuming Rumi has only one functioning eye, which is not same as a bad or weak right eye.)
Yup she is just a low tier fighter who uses her momentum to strike(look at her elbow after both fights, in 968 and in 980) it was bruised. It proves that Rumi has never fought with her elbow(as a martial artist who has hardened her elbow to break opponent's nose, shouldn't get it bruised.)
