That exactly is my point of view.I mean, if Gosho talks about Tsutomu, Asaka, etc.. is because there are narrative consequences. Detective Conan is a story, it´s a narration and is not very Gosho to introduce a character without any mention before, it´s just not meeting with any expectation and people (including me would be disappointed)
I shouldve been more specific:True, but...what kind of narrative sense to the plot would give if Kuroda is just a policeman that was involved in Kohji´s case¿?

Uh, no. Since the crime happened in America, there is no necessity for the Japanese police to be involved, even if the victim was a Japanese national.
