I'm not sure how much weight we should put on that statement that I think should be interpreted as commentary about the previous chapter rather than a prediction about the next one. So I don't really think this soliloquy rules Haibara providing Conan with the antidote again out completely. However, it does make sense to consider another way for Conan to temporarily become Shinichi from the perspective of the author. This temporary anti-dote has been introduced as a drug whose effect will fade over time. That means that as Conan or Haibara continue to use it again and again, the amount of time it lasts should get shorter and shorter until it eventually won't have any effect at all anymore. That is also why Haibara in general doesn't want Conan to use it all the time.

If the series is going to continue to keep Conan small while letting Shinichi appear every once in a while, as it has been the case up until now, it doesn't make sense to have him continue to use Haibara's anti-dote indefinitely for that. I like the idea of introducing new thing that returns APTX victims to their old form, but at the same time I'm not holding my breath - despite the soliloquy.

IIRC, after the first Paikaru incident way back , he tried it again...and ended up being drunk so no now paikaru won't work.

That was actually because it doesn't work unless he has a cold or a fever, since back in the Haido hotel case when he told Haibara to drink it, it worked because she had a cold, the first time he drank it was the same as well.

Haibara didn't have a cold in the Pisco case when she drank it iirc.
