And what are they supposed to think? Even if Ran has wondered about Rei's/Tooru's motivations before (Detectives' Nocturne), she's not going to jump to, "he's working with that woman who called me angel" without a catalyst (like Vermouth calling her angel, again) that eventually leads her to such a conclusion.
