I agree mostly with Conia, unless you allow the one follow up for the kill and otherwise you lose it. So it's like you get one chance, you either fail or find the killer. :x I do agree for the any phase FUing though. Onto questions:
1) I think it would be most fair if SO's result reveals the gender of the killer, so it doesn't count as a failed action, but also you cannot Follow-Up on that SO. Target's dead and there's nothing else to check for on dead people.
2) Follow-Up was created to check specifically to check on the most recent SO result, so the ruling and it's execution is fine. It can however be changed to check any result, although I'm kinda worried how balanced that would be (Being unable to check a murder like I said above does help with balance though)
3) I think for balancing purposes, an attack that goes through, even if the target doesn't die, should count as a kill in the BO cycle count. It sounds unfair for Korn to be waiting for Akemi to assert a kill to be able to snipe again, am I right? :V

5) I'm not sure how to implement it, but an alternative sounds nice for better handling of BO actions alltogether.

7) I want to say yes to both, but that sounds a bit unbalanced towards Irish (Of course, they need to get some luck to actually have it appear as an option, or maybe the GM can have the liberty to regulate that?)
