If I had to choose, maybe Jirachi, Darkmerai or Raikou...although Shaymin, Celebi, Mew, and Victini comes close too. :x

As for non-legendary pokémon: I have always liked Doom Desire Oddish. It's cute. :D (*Adds a few more* Leafeon, Jolteon, other Eeveelutions, Phantump, Luxray)
Raichu too, because it's such a under valued pokemon, completely left alone in the shadow by pikachu. It's sad, really. D:
