They got him now, don't they? Seems Bourbon really thinks he's talking to Akai disguised as Okiya while a lot points towards it being someone else being disguised as Okiya.
Looks like Conan, or someone, was able to predict what Bourbon was gonna do, now that he figured out how Akai's death was faked. I think Bourbon's walking into a trap here.

i think the real Subaru Okiya will be the Okiya in the mask. which will totally baffel Amouro. but will show him that they are aware of him and out smarted the BO some what. with the real Akia still missing.
i was hoping it would be Jodie as masked Sabaru. main hint was that the build might be different - that if a woman. and the glasses were different, as to make the eyes quint needed stronger glasses perscription as Jodie already wears glasses.
i think the latter plan would had been good because it would have involved Jodie in the plan properly. without making her look like a stupid FBI agent. Conan would have updated her on the Akia plan since Amouro more or less figured it out. thid way Jodie can aid the case better and give her back some of her status people believed she lost from when she first appeared in the series. This could still be true is Conan's parents are in desguise ad ajodie and Carmel in danger.
I think Conan fed Bourbon info from Jodie on purpose to send him into a trap. Whatever out come comes from his conftontation it will not be the real Akia IMO. but what will he do next? seeing he has been matched for smattness. i think he will manipulate Kir.

But one of the main problems with this concept is that it would result in a very underwhelming level of storytelling. Jodie was devastated when she thought Akai was dead, and to just let Conan tell her everything off screen would undermine an element of drama that's actually warranted.

Also, it seems like in the latest file, Jodie figured out on her own that Akai's death was faked, so I don't think it's justified to say she's stupid.

I noticed a little mistake in what you wrote, which doesn’t really matter though, but the line “Jodie: That was before they rescued Mizunashi Rena, right?” is by Camel, not Jodie.
From what I can gather from the Cbox, it's mostly about Amuro and Jodie deducing how Akai faked his death. This is also a pretty smart way for this exposition - letting a "detective" character actually deduce it out.
Dunno why, but I find it amusing that 100% of the revelations so far is stuff that we've already known for years thanks to Chekhov (and well, Gosho has been pretty obvious and/or generous this time around regardless).
The way the people waiting in the shadows are drawn remind me of previous episodes where Yusaku Kudo's publishers stalked him out to ambush him about deadlines...I am convinced more so now its Yusaku in disguise and the angle they may play is Yusaku is hiding from his publishers/media due to announcing something new at the award ceremony in America and spin Amouro's explanation as a fan trying to provide a new plot for a possible spy novel. With the awards still airing on TV I believe a similar explanation may be dropped.
My Reasoning:
-Police/Detectives would not bunch up like that and practically give themselves and their positions away to someone they were tailing. (Unless its officer Sato...heh)
-BO members prefer to remain invisible and would not give themselves away so easily.
-Bourbons remark that those people are "Used to waiting outside" coincides with media/reporters etc.
