No, the number of voters is equal for all places. In fact, if we counted the voters linearly (instead of the 5-3-1 system), we'd end up with far lower numbers - if I'm not mistaken, the highest number in a substantial amount of awards was 3 for any candidate, and in some, the winners have only 2 :x

It should be noted that only those will be listed who received at least SIX votes. Basically, any that has been voted for at least twice, not counting 3rd ranks.

If we counted 5-vote ones as well, we'd have a six-way draw for 3rd place there, each of which has been voted for by exactly one person...
