I think it's actually a jamming device, as afterwards, all the mobile phones seem to stop working. This makes it harder for Vermouth's and Bourbon's enemies to co-operate and basically isolates everyone on the train from the outside world.

It doesn't really look like a phone jammer, although that could be going on as well as part of the plan.

I'm also leaning twards bomb so we can't to the Kid story.  Or maybe a lot a blood.

The thing vermouth placed under that seat is probably a smoke screen with some mellow smell that will force people off the train.  Sleeping gas feels unnecessary, especially if Gin is waiting for her to get off the train. It seems counter productive.

the can was used to put conductor(not the whole trainn) on sleep and get the booklet containing passenger info.

Well considering alot of what Kid does mean lots of prep work you have to wonder if he would scout the train before hand. It only runs normally once a year.  We still haven't heard the motive yet so we don't know if Andou took the conductor uniform along with the lightbubs, it's an orient express Easter egg, or Kid borrowed an outfit ahead of time when it would be missed but not noticed by cops.

I find it strange that he's skirting the edges by being brought up in passing.

Well, now that Bourbon revealed himself, this should be the end of the Bourbon Arc.

All we need is for Kaito Kid to show up and for Okiya to reveal himself as Akai. That would pretty much cover everything.

Well, I highly doubt Conan would not follow Amuro. By now, there's no way he wouldn't know who he is, right?
(Except he's busy rescuing his mother... but I suppose she has a backup plan? If I was her, I would have put on a bulletproof vest right from the start, and hidden a second one)

I wonder how far Sera was included in the plan. Some files back, I'm pretty sure she recognized Okiya as her brother, meaning her "I thought you were dead!" was only supposed to help him hide his identity.
