Umm, I'm fairly sure those are overlays for the english speaking community to better understand what the paper is saying.  You know, like what was done to various other signs and such in the movie, in various episodes, movie 12, etc.

Too bad for the English-speaking people in the community who won't be able to know much more about it from that paper. Seems pointless to me.

How much more do you need to know?  A business hotel caught on fire.  The cause was a lit cigarette on the fifth floor.  Two people died, six others escaped with injuries.

The pointless part seems to be this bitching about nothing.

I'm sure there's lots more out there.  It's just a matter of remembering to look at background as well as the foreground.

You can ask the same question as to why they don't hire English speaking voice actors for characters such as Jodie and Vermouth.  (If I have to hear them say 'ooman' one more time, I'm gonna...)  It's because they don't want to go to all the trouble of having to deal with someone outside the Japanese anime/manga industry.

In movie 12, the one tuning the organ says somthing in German after the play of Doumoto, and me, a German native speaker, couldn't understand...

Actually, in the movie, that was originally like this:

In the process of typesetting, I made it this:

As a typesetter, it's most important to make things look as natural as possible. Given that you had no idea it wasn't that way originally, I'm going to say, "Mission accomplished." :P  All of those English signs you see in the movie were originally in Japanese; we overlayed English versions made in Photoshop & AfterEffects on them, to put it simply.

Here's another of the many (there are about 20-25 AfterEffects signs in the movie, I think, plus the bazillion that I did with nothing more than Aegi) replaced signs from the movie:

The best one in the entire movie is the one we did for the part where...

Matsumoto is going over the list of victims.
There, the Japanese had the list start from the right and scroll to the left, horizontally. Looked like this:

Well, as most of you know, Japanese (naturally) looks dandy written vertically, but not English. English actually looks kind of funky that way, so our solution was to just re-do the entire little clip. As you can see in the release itself, we just re-did the entire thing and made it vertical (as seen 19 mins and 20 seconds into it). Now, it starts from the top and goes to the bottom, with the pictures re-arranged and scrolling down. This sounds very easy in theory, but anytime there's any sort of move, it's an ardous task to implement because you have to match the scroll -exactly- and do it frame-for-frame. In this case, what was required was making the scroll seem natural while making sure all of the information fit as it did originally. I think it turned out very well, and since I didn't do it myself, I can say that. :P

I hadn't noticed that it had change from vertical to horizontal until you mentioned it.  It was very well done.

There's another one, just before, that I imagine was also quite difficult:

Because not only is it scrolling, but it's scrolling on an angle.  Yet it matches perfectly.  I'd love to know how you guys did that.
