Gunpowder is made of sulfur, charcoal, and potassium nitrate.

Sulfur isn't toxic, but it has a laxative effect.
But charcoal is being used against diarrhea. So they neutralize each other.
And potassium nitrate is used for food preservation.

So, at worst you could end up on the toilet XD

Taste wise I guess it'll add a "grilled" or "smoked" kind of flavor? Maybe? XD And you'll have your food preserved too! XD

Maybe it should be about the technique. Like it has to be something you shot yourself from greater than 400 yards away? Or the cooking must involve some form of riot/survival gear, and to deliver it to the Chairman you have to cross town while being chased by snipers on motorcycles?
If it has to be an ingredient, maybe chilis. They are used in pepper spray.

might actually just be better to divide the steel into a few smaller pieces that are smoothed down so it can just pass through easier
