The likeliness of someone being arrested on Night 1 is slim. Night 1 consists of townies flailing around trying to find the BO or an ally, and the entire BO beginning their organized strike against them.

The game doesn't "start with arrest" - it is just that, in the order of actions, if someone does an arrest, the arrest will happen before any other actions in the same phase. The person who is successfully arrested will:

But if the arrest fails, the police who tried to arrest will be suspended (which is like being arrested temporarily in that you can't use your actions, except you can still die)

Hard would be Agasa and Kazuha. They could also be boring :V
Easy would be interrogators I guess.
Haibara is also easy in the sense to find BO's. But hard to not get APTXed XD
Okiya would be a hard role too, because of scent and similar abilities to Bourbon.
Vermy could be hard, depending on your role. If you're Kazuha(Disguise) for example, people can easily check you for disguises.

Healers and Protectors can be "boring" too. Because if you don't manage to save someone, you feel a bit useless XD
You can also get aptxed fast if you're not cautious :V
