Make it like ace attorney?
A judge, one suspect, defendant and prosecutor.
Then there are witnesses. Depending what story you make, one of the witnesses is the real murderer (or culprit). Or even make the prime suspect the actual murderer XD
The GM could also be the role of the judge. The GM need to handle most of the things. He'll give the witnesses some points or a story they have to tell.
The real murderer also get's the story, but he'll also get some info, where he needs to contradict himself XD
Prosecutor and defendant won't know the real culprit of course

The case doesn't have to be fictional; it could be based on something that happened in the forum.
You could start with over-dramatising an incident that happened in the forum, creating a viable case out of it....
Though depending on how much work you might want to put into it, the soapbox would also be a considerable option for the crime scene.
If any of this sounds functional at all, let me know, so I could elaborate further on it.

So the judge is a GM? Umm... interesting. So, like Mafias, we have 2 teams. The prosecutors (lead prosecutor, and their followers the juries), and the defendants (lead defendants, and their followers the juries).
But if the judge is the GM at the same time. They will know the whole story (how shall they judge that way?).

Isn't it more realistic to have the GM and the judge different people?

So the one with the most points would win. And jut the GM would know for what he'll give out points, since the GM knows the story and what happened etc.

if you put half of the jury on the prosecutor's "team" and half on the defense attorney's "team", the game would never come to an end because the jury would just vote for their team to win
