Slight rules modification - BO peeps can hand over their actions to the BO leader, but only one phase at a time. E.g. "Okay I'll steal from ___ for now, but in case Leader changes my action that's cool with me"

The next phase, if I hear nothing from that player the Leader may not submit any actions for them.
