Kaito does have quite a strong sense of justice. After all, he wanted to return Chat Noir's jewels to her, since they were rightfully hers, and he always hung around to help solve murders comitted in his name or even just around him (Magic Lover's Murder Case). It's just that his sense of justice has little to do with the law. He wants these people brought down because they're dangerous, and yes, for revenge. But he won't hurt them; instead he wants to destroy the Pandora. Simply put, he wants to take away what's most precious to them, like they did to him.
He doesn't quite live for it- after all, he's always trying to justify Kid around Aoko. It's important to him, but not to the point where it overrides his fear of losing her.
