Taking from Kleene's point, banning and deleting could be different (one being never able to return and the other just means a change in account). So the winner may be able to come back with a different name. We can pretend that he/she is new again

Taking Kait0kid0's case: He was banned, but his account wasn't deleted.

EDIT: I think it is the same with Ocelot, but I'm not sure with that one.

Not likely, no. It has been done in the past, when virtually all of their posts were trolling.
