1) The BO is still wholly unoriginal with who they choose to kill
2) The BO contains members from the previous BO, who weren't very happy with how Schillok handled last round.

This was my thought, but then again, the people who were BO last round know better than to do something like this right away. Wouldn't want to give themselves away that quickly. So yes, the first option seems more likely.
