If he's being truly random, it might not be. But, since there's a fair few disguisers on the list and so many people playing, I'm sure at least 1 will make it.

There are 4 disguisers. As long as there is one of them in this round, his face pinching could possibly do something. No need for all 4 to be in the game. And even if none of them is in the game at all - Nakamori is just as good as any other police since he can investigate and arrest. Just think about last round where the remaining police (Yumi) won the game for the town.
Also, he is kinda needed for Jirokichi. So even without a disguiser, as long as there is a thief he has a special function.

Still, if I were GM I would probably not have worried about things like that. Each role should has a purpose in the game, none relies on the existence of a particular other role to be able to function.
