b) For the stalking anokata/bowtie thing, in the future I think it might make more sense to fail all of the person's actions if they attempt to observe anokata. Iirc, this was discussed for people who try to act on travelers while doing something else as well, because it gives out too much information about the target. So, a thought for later mini+normal mafia rounds

Exatly. And since no one who can use observe can otherwise use a secondary ability there's no real need for change.
