People tend to misinterpret that but that isn't actually true. @KainTheVampire Just got to remember the first few books are pretty much all setup with a fanservice cover, things steadily become awesome and then goes beyond.
@ShiraKiryuu Hakasa has been seen using the artifact before back in Chachamaru's test chapter, I personally think that she made a pactio with Chao but thats never been confirmed. An interview though said the bot thing might not be the actual artifact.

The same chapter that she got her normal pactio card she kissed one of the Paper "Negi" (the only one that Negi got the name right.)
