he's much more clever than the police and he is one step ahead of them, too...

He can:

a) disguise himself as an officer/worker/bystander and just listen in (like he usually does)

b) steal a spare walkie-talkie and just sit back and listen

c) offer to "help out" with the investigation xD

d) make a reasonable prediction based on location, Nakamori isn't the most creative guy there is...he might be in trouble if Hakuba is around though.
