Yes, sign-ups are still open. And yes, you may PM your actions to the GM any time during the phase. ;D
You can also do pre-action orders. If you know you couldn't sign in the next day, you can PM the GM with an action the phase before. You can also change your actions as much as you want, votes too (just don't change it too frequent, like every 10mins, otherwise the GM could explode xD But even if, it shouldn't be such a BIG deal as long as not everyone does that ;D)

well as far as BO wins go, I'd like to point out that at least in Round 13, the BO didn't win because of their superior numbers to the town, they won because of the inactivity on the part of the town (which I would actually partially blame on how much mafia is 'advertised', instead of just letting those who are interested stumble into the topic of their own accord). And even then, it was an extremely close game. Otherwise, the 1/3-1 rule still seems to be doing well, imo.

I testified to this, the number of BO were not that great really, and the reason we Bo won was solely b/c of town's inactivity .... if you think about it .... ^^
