And you can't make a puzzle that isn't solvable.  36 has absolutely nothing to do with the cool smiley.  Furthermore, rotation can go in either direction, not just a single direction, and you cannot denote which direction with a straight arrow.

Except they don't look like glasses, and there was no reason to believe one should rotate it in either direction (depending on the way you rotate it, the result changes) by any degree, let alone 90.

and yes, it looks like glasses, rotate the 3 until it looks like E, but with the curved lines, and change 6 to 9, it will look like glasses.

First off, that's a horrible way to go about making puzzles.  Those aren't puzzles, they're ass-grabs.

Second, that rotation is 180 degrees, not 90 degrees.
