Camel is BY far the better character, All Vodka seems to do is sit around, and when he's not doing that, he's screwing things up. Where as Camel has actually been a great FBI member with SKILLS that contribute to his group.

All characters mess up, Vodka seems to be defined by it though. Where as Camel has contributed much more successfully than Vodka, who while cool, I think he is ultimately just there to make Gin look better by comparison.
Oddly enough, I also think while Vodka has been there since Chapter 1, Camel has still had more screen time and has stuff he's good for, Driving for one, and pretty much taking over for Akai since his death (In so much that he's the male FBI agent), while Vodka seems to just do what Gin does, only he kinda stinks at it.
Not that I dislike Vodka, he's cool in his own ways, One being that I think he's the coolest looking BO member/
