Well, not necessarily. It's possible that the first person was tricked.

One of the two? Two investigators checked it? Sorry for asking but I failed my xponese classes.

The way I interpreted it was this:
Person A said they had X action.
Person B was supposed  to check that Person A used that action in some way or another.
Person B got back a false result.

The options here are:
Person A lied about having X action or how they were going to use it.
Person B lied about the result - or lied about checking the action at all and made up a result to make Person A look bad.
Person A was tricked, so the result showed up false.

You are a threat to the town even when your not ORG...you open your mouth in the thread and reveal info which gets townies killed...

also you said you can't prove your role (I believe) so it would have to be a role with a rare ability and if you are Vermouth then it would be simple for a DB to prove you are lying
