The only explanation that Conan gives is that the tree branch that he was hanging from blocked their sight of him hanging from the rope. To be honest, since Conan is the detective character, we are supposed to take his word on matters like that. A nice case (which will no doubt get censored like hell in the anime), but unless you're some history buff of Japanese history, or an avid watcher of NHK's Taiga Dramas (like Gosho obviously is), solving the whole thing 100% seems pretty difficult.
It did a good job in teasing us with some mysteries regarding Kuroda (though I somewhat doubt he's Rum. Gosho tried to make him seem way too suspicious). I don't think that X/woodpecker thing will carry on to future cases cause it seemed pretty self-contained.
Where I think this is going:
As I said in the cbox, my hunch is that we will be told at the end of the current case by Megure or Takagi that an inspector (Kuroda) gets transferred to Tokyo. the first file of the current ongoing case has Conan saying they shouldn't worry about Kuroda cause he's in Nagano. This is a good set-up for Conan to be shocked later if he finds out Kuroda gets transferred to Japan. If it doesn't happen in the current case, it will happen in the near future.
We barely just scratched the surface regarding Kuroda, and if he's left in Nagano we can't learn more about him, so I'm certain he'll be transferred to the main stage (Tokyo).
As far as what I didn't like about the case:
Kogoro and Ran were pretty much useless, and other than explaining some stuff and spectating, Conan was also unnecessary for this case to work. Nagano has enough competent inspectors that Conan just isn't needed to solve cases there. Other than meeting Kuroda, there was no need for Conan and co. to be there. And that's the other major problem with this case.
Conan just learned about Rum and his one-eye status, so two cases later, it just so happens that he stumbles upon a new mysterious inspector that also happens to be missing an eye, in Nagano of all places. This is convenient as hell and is just a very lazy way to set up new characters and events. Gosho's writing has always been convenient, but somewhere in the Bourbon arc it became much much much more obvious.

This is actually one of the things that I really liked about the case. Most of the time Conan is always being the hero, solving almost every case, and is 10 steps ahead of other characters. It's nice to have some cases every now and again where he plays a smaller role and other characters get their time in the sun. Seeing the Nagano police officers taking center stage was pretty enjoyable, and it helps break up the standard flow of the cases. To me, it made Conan even more god-like. He was able to solve Kano's death with out actually going to the crime scene. You mean like when conan and haibara happens to see gin's car in a random street? Or when mizunashi rena is revealed to be a BO agent? Being honnest watching the rena mizunachi special I hadn't laugh so hard for a while watching DC. Seeing Gin's car in the street isn't nearly as bad as what we have here. If anything coming face to face with him and Vodka in a train in one of the first volumes was much more coincidental.
