... but if Blacked sicced her on Conan because Black got suspicious that Conan might have made a plan with Akai, this might not be too OOC.

Actually, Black DID seem to find her familiar. He was the only person to identify her as a girl right away. He could have gotten a hold of her number somehow and called to double-check his suspicions, putting them in contact. It could have been prior to the kidnapping case, or coincidentally at the same time as Okiya and Amuro.

about Sera, i think that could have also been some call or message she received during the chase and was checking it afterwards.

Before, we believe Sera comes to Japan because she believes Akai is not dead. The calls by James Black will tell her he is indeed dead (Whether or not James knows the real outcome, he has to tell her he's dead). Sera then lost purpose about Akai and tagged along only because she's interest in Conan and Ran. This would explain her reaction. ("They say you were dead" rather "Yappari you're still alive.")

Vermouth detonating the Smoke Bombs to force the passengers to evacuate and lure out Shiho. Good plan. And she and Bourbon really forced her to turn back with fearmongering, because killing her in her childform would have been problematic.

But I see so Ran not leaving the train, because Ai is missing...
