I think Ran is essentially the main female character but Haibara is the main character when it comes to plot development.
If we put it in a context. Ran would be the girl that the main guy ends up with while Haibara would be the girl who kept everything going.

We don't exactly see the BO involved in much of anything. Gosho usually sticks to random murders and cases that have nothing to do with the subject at hand.
Which means Haibara's whole BO involvement is put on the back-burner aside from the antidote.
That means she's not exactly carrying the plot out.
