I'd like to think that Okiya is Shuichi Akai do to the fact that their making it way to obvious that he is Bourbon. Do to the information gathered though you would make the assumption that he is Bourbon do to the fact that even before he met Conan, he was living nearby Dr. Agasa's house, probably do to the fact that he was keeping an eye on Haibara. Also Haibara also has here "BO Sense" around him. Haibara's "BO Sense" hasn't seemed to be wrong yet so why start now? The fact that he ask Dr. Agasa to stay at his house also supports the idea that he wants to continue to spy on Haibara. His keen intelligence and suspicious behavior around Conan also points to that fact that he is Bourbon.

As for Scar Akai being Bourbon would also make sense. Scar Akai, Bourbon, could be trying to confuse the police and try to see how they would react to seeing a dead aly. This can also help him get close to the police and spy on them easier. I don't think it's a coincidence that he happened to meet up with Jodie at the mall, he was probably already spying on her. The thing that confuses me is to why hes doesn't tell the Organization that he is Scar Akai. He clearly knew they were watching over them in the "13 Red Shirts Case" and was almost shot do to the fact that the Organization didn't know he was Bourbon, which doesn't make sense to me.
Have we met Bourbon yet?!

Bourbon being a third party or new member is highly unlikely. I don't believe they would hint that Okiya would be Bourbon if they haven't already introduced his character, but hey you never know. When it comes to the minds of Detective Conan, you never know what twist they can throw in.

as for why Bourbon would not tell the Org he is Scar Akai.... simply to the fact that this info may get to Kir who he probably thinks of as a traitor who did a plot with Akai... and he is as secretive as Vermouth...

i mean... i read OP twice and didn't see the Pandaman hidden in many panels conciously until the second time chapter 510 or so ( i know that's slightly different though)
True, but it is also a detective series, so one would logically go into it assuming there's going to be some stuff to figure out.
