Kid doesn't even know who Akai is unless this is going to be some new plot twist. Well seems like it's Akai but it wouldn't surprise me if it's actually Bourbon, yes Bourbon. Gin and "that man"'s plan was not to test Kir's loyalty by having her kill Akai, that was just a front, their true intentions was to remove Akai from the FBI and replace him with the similar looking Bourbon to gather information.
This of course means the man living in Shinichi's house is the real Akai but neither him or Conan can reveal that now and must frustratingly watch as a B.O. member parades around with the FBI. Because revealing he's a fake just lets Bourbon know the real Akai is not dead and throws suspicion on Kir, and if they look to close at her, they might figure out shes CIA which puts her in danger.

If that is the case maybe the one disguising as Akai could easily be Vermouth, considering that she is good at it and that she can act as a guy too

all theyre goin to do in 13 is kill off Sato and Conan wins again against BO and gets killed by them l8er on in the manga too....

After looking over 677, there is no way that can be Akai. Jodie recognized him, so if she can recognize him, then so would the BO operatives somewhere near by. Or 'anokata'. There is no way someone as smart at Akai would be walking around without a disguise. I mean, just look at Conan. He does have a disguise,  he is shrunk and wears glasses. Not exactly the best disguise, but for a character that was supposed to be short lived, it has to work.

Yeah, that would explain why he's wandering around without fear of the Org. recognizing him. Reverse of the 2nd Return plot, with Jodie sensing it's him with all her heart but the trick with the fingerprints confusing her rationally. Or, it's the SAME EXACT trick, Bourbon/Vermouth faking amnesia to lure out Akai's collaborators, and Aoyama thinks it's hilarious to fool people with the same trick twice (though, the setup is already looking less arbitrary, so I can pretend that other story never happened and this is a unique plot (well... except, for the recycled hostage situation ::sigh:: )).

Would a fake think to add the (burn?) scar? Would a fake think they could trick Jodie after she already "confirmed" his death (assuming Vermouth reported that to the others after she spied on Jodie and James)?

If this indeed plays out with this being a B.O. member disguised as Akai, it have confidence it won't play out like The Return. For one, Jodie isn't madly in love with Akai so the "lover sensor" won't give away the twist and second, this isn't a college kid. If a B.O. member is faking to be Akai, I think he would be armed with a truck load of intel on Akai over the past years to know how to act. Then they could cover the minor details by claiming temporary short term memory loss due to a concussion from the blast. As for the scar, I think it would be more suspicious if the person you think is dead shows up unharmed next to you and the police confirmed his death, not the FBI(at least not show on screen). So "fake" Akai could just use excuse we where all thinking, he faked his own death.

One thing I hope for is that if the story does go down this road, that it paces slowly when it comes to Akai. Give him little screen time where he acts normal and of course make it so Conan doesn't know Akai is back (by Akai's ordering to keep his re-appearance within the top members of the FBI to fool the B.O.) so the viewer has no idea if he's real/fake and also gives a new twist to Okiya. So the viewer will have to work to figure out who is who or wait till it all comes to a resolution...I'm asking for too much aren't I?

I maintain my theory - at least in parts. I'm still sure that it's not Akai, but I wouldn't decide on Kir.

But what the heck is this case, anyway? The Detective Boys and a BO plot in one case? Are the bank robbers members of the BO?
I can't think of a continuation of this file at all. Despite of all that, I devoutly hope that it will be a "real" BO case.

My first positive impression after the Bourbon bottle on page one: It's snowing!
