I might be misunderstanding your post, but that's right. Okiya phrased that quote so he the person he was "looking for" was himself, Akai. He that's why he said he knew that person from a long time ago and would not mistake them more a lookalike. It's a silly way to phrase things, but remember Gosho is trying to play up the malevolency to make people think Okiya is Bourbon. Of course Okiya really isn't looking for himself even though he phrased it that way; Okiya looking for his doppelgänger and trying to understand what this person is up to.

No, Koumei's name only connects with the Chinese tactician Zhuge Liang, unrelated to Bourbon at all. But then again names in Conan's world can be fake. Or maybe not.

Kir is half Japanese half American. Her dad Ethan was American, mom's Japanese, and she and her brother Hondou Eisuke was born in Japan.

I see, because I was wondering why the Hondou's work for the CIA (In America), when they're Japanese.
What is the equivalent of the CIA in Japan?

They are Japanese-American.  Meaning their family is from Japan, but they are American (either naturalized or born in America).

Okay, I find it weird that they worked for the CIA and not the Japanese one: PSIA.
But I guess it's because they were born in America.

I would really be interested in learning more about Ethan Hondou prior to death.
During his CIA training and such.

I doubt the CIA would allow non-citizens to join the agency.
The chances of them being a spy are increased.
